Governor Siminalayi Fubara of Rivers State has dismissed allegations of a factional State Assembly, emphasizing that the three-member Assembly led by Speaker Victor Oko-Jumbo is the sole legitimate legislative body.
Speaking on the matter, Fubara stated, "Let me be clear for those still confused: we have only one Assembly, and it is headed by Rt. Hon. Victor Oko-Jumbo."
He likened the actions of his detractors to embarking on a perilous sea journey. “Nine months ago, some individuals embarked on a misguided adventure. Midway, they realized they were heading into dangerous waters filled with devils and sharks. Now, they want to retreat, but it’s too late. We’ve given them ample opportunities for peace, but as of now, there’s no turning back,” he asserted.
Fubara expressed his resolve to prioritize the interests of Rivers State and uphold the integrity of governance.
“No governor in Nigeria could endure the kind of insults I received from that group. However, we’ve moved on. Our focus remains on advancing the interests of Rivers State and ensuring effective governance.”
The governor pledged to exceed the achievements of his administration in the past year, promising greater progress in 2025. “I must commend the Rivers State House of Assembly for their diligence and commitment to serving our people. Together, we’ll ensure this year marks a new era of growth and development.”
Fubara also praised members of his administration, particularly the Deputy Governor and key officials in finance and budget management, for their dedication. He emphasized the importance of delivering on promises in sectors like education, healthcare, and agriculture. “We have made strides in infrastructure and other critical areas, but we must do more to meet our commitments to the people of Rivers State.”
Speaker Victor Oko-Jumbo lauded the governor’s leadership, highlighting advancements in infrastructure, healthcare, education, and security. He expressed confidence in the administration’s ability to deliver the dividends of democracy.
“Under your leadership, Rivers State has witnessed unprecedented growth. We look forward to another year of strategic planning and impactful governance.”
Meanwhile, the Rivers State chapter of the All Progressives Congress (APC) has condemned Fubara’s decision to present the 2025 budget to the three-member Assembly, excluding the 27 lawmakers loyal to former Governor Nyesom Wike.
Chief Tony Okocha, Rivers APC Chairman, described the move as illegal and a violation of judicial rulings. He referenced a January 2024 judgment by Justice James Omotosho, which mandated that budgets be presented to the 27 pro-Wike lawmakers led by Martins Amaewhule.
“It’s unimaginable that a governor with such expertise in finance would bypass legal procedures. Presenting a budget to an illegitimate Assembly undermines the democratic process,” Okocha said during a press briefing in Port Harcourt.
He criticized Fubara’s leadership style as divisive and confrontational.
“The new year should have been an opportunity to extend an olive branch, but instead, the governor is deepening divisions. This approach is not conducive to progress.”
Okocha clarified that the pro-Wike lawmakers remain members of the PDP, reiterating his focus on fostering unity and growth in Rivers State.
“While I may have lost the bid to bring them into the APC, my priority is the progress of our state, not engaging in a journey of self-destruction.”
